RIDE Budget RIDE submits two annual budget requests to the Governor and the State Budget Office: the operating budget and the capital budget. Both requests are voted on by the Council on Elementary & Secondary Education before transmittal to the Governor. Operating Budget The Operating Budget is broken out into 8 programs, as they appear in the annual Appropriations Act.
