Rhode Island 2013 Teacher of the Year - Jessica Waters

Jessica Waters has been teaching at Beacon since 2008.  She currently teaches 11th grade Chemistry and 12th grade Human Anatomy and Physiology.  She holds a degree in Secondary Education, Biology and Chemistry from Rhode Island College.  Jessica is a member of Amgen Bruce Wallace Biotechnology Lab Program and the Rhode Island Science Teacher Association (RISTA).  Mrs. Waters was named Beacon Charter High School Teacher of the Year (and one of three finalists statewide) for 2012 Rhode Island Teacher of the Year.  She is the participating teacher for the SADD (Students Against Destructive Decisions) after school program.

Mrs. Waters believes that every student should be afforded an equal opportunity at learning which inherently requires her to continuously monitor students' progress and to intervene, when necessary, at the earliest possibility to effectively promote student success.  This belief requires that each student be considered as both "gifted" and of "special needs."  Successfully balancing career and family, she is happily married and the proud mother of three girls.

In December, Mrs. Waters participated in a Teach for America Workshop Panel. This was the first of a series of events designed to gain knowledge about the complexities of the education system in Rhode Island and the steps taken to improve the quality of education from a variety of perspectives. The purpose of the series is to enhance awareness, build investment, and deepen the commitment of our corps members and alumni to be thoughtful citizens and leaders in the system and in our community.

Teach For America’s organizational mission is that “one day, all children in this country will have the opportunity to attain an excellent education”, one that is rigorous and puts students in under-performing schools on a level playing field with high performing schools through access to courses like IB, AP, and 21st century skill sets. As an organization, we work towards this by living up to our five core values (see Appendix 2), including Transformational Change. This is an opportunity for corps member and alumni from Teach For America, and members of the community to learn from multiple perspectives about Transformational Change, specifically, Where do we see pockets of Transformational Change in Rhode Island and what can we do to see more.

The panelists for this event were Maryellen Butke, Joshua LaPlante, Jessica Waters, and Ivy Barclay.  Mrs. Waters spoke about:

  • What are the examples or evidence you see of breaking barriers for what’s expected of kids in your classroom and within the school community)
  • What barriers to you see to achieving the idea of transformational change?
  • What does Transformational Change look and feel like for each of you?
  • What are you doing in classrooms with kids, families, colleagues, and what will it take for others?

Rhode Island 2012 Teacher of the Year - Julie Lima Boyle

Julie Lima Boyle is a secondary English language Arts teacher at Coventry High School. She has taught for 12 years as an English teacher.  Her commitment to teaching excellence stemmed from her love of the written word and a desire to inspire and share words, both written and spoken, with her students.  Julie participated in a summer writing institute hosted by the Rhode Island Writing Project, which helped to drive her participation in service-oriented and group activities.  Julie has designed and implemented professional development opportunities for her colleagues as well as written and earned a Perkins grant to facilitate a six week book study to support teachers in developing strategies to motivate students to write.  She earned a Bachelor of Arts degree in English and Political Science from Rhode Island College and a Master of Arts degree from Rhode Island College.

History of the Teacher of the Year Award

The Teacher of the Year Award Program was initiated in 1952 by President Dwight D. Eisenhower to bring recognition to the importance of teachers as nurturers of the "American Dream." His intention to honor all teachers by the selection of a representative teacher from each state would find completion in the yearly choice of a National Teacher of the Year. Through an organized and varied selection process involving classroom teachers, school administrators, state officials, students, parents, and business representatives, each state and U. S. Protectorate nominates its own Teacher of the Year.

Application Process - District Teacher of the Year
Last year, throughout the state, 38 districts selected and honored teachers as their District-TOY. This year, RIDE is encouraging all districts to identify a district teacher of the year (D-TOY) and submit his/her name to the Office of Educator Quality and Certification. We recommend that you establish a committee and protocol to help in the selection process.

Each district is asked to submit the District TOY Application which will provide RIDE with the D-TOY’s contact information for future engagements and notifications.

The district TOY applications are due May 31, 2013.


State Teacher of the Year Application
Each 2012-13 District Teacher of the Year has been provided an application for State Teacher of the Year.  Applications should be mailed to Mary Keenan in the Office of Educator Quality and Certification.  If you have additional questions, contact Mary Keenan at mary.keenan@ride.ri.gov.

Applications are due by Monday, April 8, 2013.


Distinguished Educator Talent Pool Recommendation Forms
RIDE maintains a file of distinguished educators who have been recommended by superintendents and principals. Throughout the year, these educators may be considered for membership on advisory boards and task forces, as well as candidates for special recognition programs. This year RIDE is asking each district recommend up to 3 educators who represent educators relatively new to the profession (5-12 years) who demonstrate unusual instructional and inspiring presence that impacts students, colleagues, and the community.

  • One page narrative that addresses how the candidate meets the criteria
  • Resume of recommended educator

The District Teacher of the Year Network Group met Wednesday, January 9th. Commissioner Gist attended and gave Welcome Remarks emphasizing the importance of recognizing and celebrating our Rhode Island educators.

Jessica Waters, the 2012-2013 State Teacher of the Year, Julie Lima Boyle, the 2011-2012 State Teacher of the Year and Kathy Mellor, the 2004 National Teacher of the Year were presenters and spoke about their personal reflections and experiences on being awarded and serving as Teacher of the Year.

Our next Network Meeting will be Wednesday, March 9 from 4-6pm.

2012 Milken Educator Award Winner - Yanaiza Gallant


Yanaiza Gallant In a surprise ceremony this morning (October 10, 2012) at the Lillian Feinstein @ Sackett Elementary School, Providence Mayor Angel Taveras and Acting Education Commissioner David V. Abbott presented a Milken Family Foundation 2012 Milken Educator Award to Yanaiza Gallant, a Reading Intervention Specialist at the school.

Mrs. Gallant has taught in the Providence Public Schools for nine years, including stints as a bilingual teacher in grades 4 and 5 at the Alfred A. Lima Elementary School and as a Reading Coach at the Edmund Flynn Elementary School. She has worked at Lillian Feinstein @ Sackett Elementary for the past year. A Cranston resident, Mrs. Gallant is a graduate of Rhode Island College with degrees in social work, elementary education, and reading.

Milken Educators of Rhode Island - www.mff.org  

The Milken Family Foundation National Educator Awards program provides public recognition and financial rewards to teachers, principals, and other education professionals who are furthering excellence in education. 

The goals of the program are:
  • to celebrate and reward educators making a sustained, creative and substantive contribution to the education of elementary and secondary school children
  • to foster the active professional development and career enhancement of Milken Educators and other professionals
  • to encourage Milken Educators to help shape educational policies that influence their classrooms and schools
  • to elevate the teaching profession by increasing public recognition of and support for outstanding educators and successful school programs
  • to encourage talented men and women to enter the field of education

Awards are presented to elementary (grades K-6) educators and secondary (grades 7-12) educators in alternate years.

Each Milken Educator Award carries with it an unrestricted award of $25,000.

Milken Educator Awards are announced in the fall and celebrated at banquets hosted by the foundation in each state. These celebrations are attended by the honorees' families, local school administrators, community leaders, the state's chief of education and frequently its governor. These events are an important part of the program since a major goal is to honor educators publicly.

The National Science Foundation (NSF) administers the Presidential Awards for Excellence in Science and Mathematics Teaching (PAESMT) for the White House, which began the program in 1983 to improve teaching in mathematics and the sciences. This prestigious national awards program is intended to increase status and rewards for demonstrated professionalism, including leadership, in the areas of mathematics and science teaching so that individuals of high quality will be encouraged to enter and remain in the field of teaching. Elementary-level teachers have been included in the program since 1990. Each year, the program honors outstanding mathematics and science teachers throughout the United States and its territories in recognition of:
  • high-quality classroom performance;
  • the effects teachers have on students; and
  • the teacher's personal and professional goals.

During its first decade, the PAESMT program has received significant favorable national attention and recognition while expanding its scope to embrace elementary-school teachers as well as middle/secondary-school teachers of mathematics and science.

After a rigorous state-level screening and selection process, the state finalists are again screened at the national level before 216 Presidential Awardees are named to represent the states, territories, and jurisdictions covered by the PAESMT program.

Each year, the Rhode Island Association for School Principals (RIASP) nominates and selects outstanding administrators for awards in five categories:
  • High School Principal of the Year
  • Middle School Principal of the Year
  • Elementary School Principal of the Year
  • Assistant Principal of the Year
  • Outstanding First Year Principal

The Rhode Island Association of School Principals selects these administrators based on their successful practice as administrators in meeting the needs of their students, faculty, communities, schools, and districts.  The Principal of the Year award and the Assistant Principal of the Year award are part of national awards selection processes.  The MetLife/NASSP National Principal of the Year award program annually recognizes outstanding school leaders who have succeeded in providing high-quality learning opportunities for students.  These principals are acknowledged by their peers for the exemplary contributions they have made to the profession.  The program honors school principals who have demonstrated excellence in collaborative leadership; curriculum, instruction, and assessment; and personalization.  The NASSP/Virco National Assistant Principal of the Year program recognizes outstanding middle level and high school assistant principals who have demonstrated success in leadership, curriculum and personalization.

NBC 10, the Rhode Island Department of Education and Hasbro are teaming up to recognize outstanding teachers in our communities.  The Golden Apple Award honors those who believe in the true spirit of teaching by making classrooms a creative and safe place to learn.  Winning educators will receive a $250 contribution from Hasbro provided by the Kids in Need Foundation to help them fund their classroom needs.
